Lonavala after the flood...

Hello. Some days ago Western Maharashtra saw unprecented rain and flood. Lonavala saw entire season- rain in just two days. It resulted in massive floods there and rivers Indrayani and Pavana became threatening from Lonavala- Pimpri- Chinchwad and to Pune also. My friend from Lonavala- Shrirangaji had eight feet water in his house. His ground floor- house in Yogeshwar society, Bhangarwadi, Lonavala was half under water for two days. The massive flood has caused severe damage. Hudco colony suffered heavily. There people were rescued through boats by NDRF. 

 

Those three days were very tough. My friend Shrirangji could not move out of his house. Fortunately, there was one vacant house in their building on the third floor. There all families from the ground floor stayed for two days. But electricity was gone, there was no water and no mobile network. They could not access any news. And the alert for rising water level was given so late and water rapidly came inside their house. Later on also, they did not receive sufficient help from the Municipality, NDRF and the local corporators. The Municipality conducted the panchnama after the water had receded. It also provided breakfast and meals for a few days after the water had receded.
 
Later on the water went off. Many houses and shops have suffered from huge losses. Property and assets worth lacs of rupees have damaged. The water damaged vehicles, furniture, vegetables, electronic assets and food items. As water came so rapidly, it brought mountain soil with it. Many houses had plenty of mud. Therefore the first challenge if cleaning and it is still going on. People are forced to purchase drinking water and food from outside. 

The media showed flood news- but they were not representative. The flood from an important city like Lonavala was hardly covered. Then one can imagine what would be the situation in tribal hamlets and small settlements in affected district of Palghar! Actually the news shown by the media are not news. If one is to know real situation beyond political statements- discussions and crime, one has to check reliable handles and also one has to talk to the people from those regions.

Response from many approaches is required for such calamities. People with highest level of losses deserve urgent help. But broad level awareness and preparedness also needed. In cities, open soil is such a rarity these days. Buildings are constructed in huge numbers. Therefore natural water ways are hampered. New reforms are needed for this. Also, there is a need for proper dialogue between various departments and local bodies. In 2005, Tata dam vehicle had provided timely alert and NDRF also had come. This time it did not happen. Also, people say that water was not released towards Khopoli- down the ghat and so the flood- water stayed in higher proportion.

Moreover, as a society and the person, every city or village needs organizations and groups which are trained for disaster management. Today organizations and trained persons working for this are inadequate. Also, as a society we should have some people who are willing to help and who can work hard. This is a huge gap. There are mostly two types of people- one who do not have time. And then there are those who have much time, but they don’t have a will. This gap should be bridged. Swimming skill is an essential skill today. Preparations for such calamities should be done everywhere and students should be trained universally for this.

महापूरानंतरचं लोणावळा...

नमस्कार. काही दिवसांपूर्वी पश्चिम महाराष्ट्रात कमी वेळेत प्रचंड मोठा पाऊस पडला. लोणावळ्यामध्ये तर पूर्ण पावसाळ्याइतका पाऊस दोन दिवसांमध्ये पडला. त्यामुळे लोणावळ्यात मोठा पूर आला आणि इंद्रायणी- पवना नद्यांनी लोणावळ्यापासून पिंपरी चिंचवड- आळंदीलाही तडाखा दिला. लोणावळ्यातले माझे मित्र श्रीरंगजींच्या परिसरात आठ फूट पाणी होतं. योगेश्वर सोसायटी, भांगरवाडीतलं त्यांचं तळमजल्यावरचं घर दोन दिवस अर्ध पाण्यात होतं. महापूरामुळे मोठं नुकसान झालं आहे. त्याशिवाय लोणावळ्यातल्या हुडको भागातल्या वस्तीला महापूराचा मोठा फटका बसला. तिथे एनडीआरएफने बोटींमधून लोकांना वाचवलं. 

ते तीन दिवस फार बिकट होते. माझे मित्र श्रीरंगजी घराबाहेर पडू शकत नव्हते. पण सुदैवाने बिल्डिंगमध्ये वरचं एक घर होतं. तिथे तळमजल्यावरची सर्व कुटुंब दोन दिवस थांबली. वीज बंद, पाणी बंद, मोबाईल नेटवर्क ठप्प असल्यामुळे बातम्या नाहीत. शिवाय पाण्याच्या वाढणार्‍या पातळीचा इशारा खूप उशीरा मिळाला आणि पाणी फार वेगाने भरलं.  नंतरही नगरपालिका, एनडीआरएफ, नगरसेवक ह्यांच्याकडून पुरेशी मदत मिळाली नाही. पूर ओसरल्यावर नगरपालिकेने पंचनामा फक्त केला. पाणी कमी झाल्यावर नाश्ता व जेवणाची व्यवस्था नगरपालिकेने केली होती.
 
नंतरच्या दिवसांमध्ये पूर ओसरला असला तरी अनेक घरांमध्ये आणि दुकानांमध्ये मोठं नुकसान झालेलं आहे. लाखो रूपयांचा माल व साधन- संपत्तीचं नुकसान झालं आहे. ज्या घरामध्ये पाणी शिरलं होतं, तिथे वाहनं, फर्निचर, भाज्या, गाद्या, इलेक्ट्रॉनिक वस्तु, अन्नपदार्थ ह्या सगळ्याचं मोठं नुकसान झालं आहे. अतिशय कमी वेगात पडलेल्या पावसामुळे डोंगरावरची मातीसुद्धा ह्या पाण्यात होती. त्यामुळे अनेक घरांमध्ये पाण्याबरोबर चिखल आला. त्यामुळे सफाईच्या कामाचं पहिलं आव्हान अजूनही समोर आहे. अजूनही पिण्याचं पाणी व जेवण बाहेरून आणावं लागत आहे. 

प्रसार माध्यमांनी पुराच्या बातम्या दाखवल्या- पण त्या सार्वत्रिक नव्हत्या. लोणावळासारख्या मुख्य शहरामध्ये झालेल्या पुराची म्हणावी तशी बातमी कुठे नव्हती. मग पालघरमधले आदिवासी पाडे- छोट्या वाड्या व इतर ठिकाणची काय स्थिती असेल! वस्तुत: प्रसार माध्यमं ज्या बातम्या दाखवतं त्या बातम्या नसतातच. राजकीय विधानं- चर्चा- अपराध ह्याव्यतिरिक्त प्रत्यक्षातली स्थिती जाणून घ्यायची‌ असेल तर विश्वसनीय हँडल्स आणि प्रत्यक्ष त्या त्या भागातल्या लोकांसोबत संवाद हाच मार्ग आहे. 

ह्या आपत्तीवर अनेक प्रकारे काम करण्याची गरज आहे. ज्यांचं सर्वाधिक नुकसान झालं आहे त्यांना तर मदतीची गरज आहेच. पण त्याबरोबर ह्या विषयाबद्दल जागरूकता आणि तयारीची गरज आहे. शहरात मोकळी जमीन आज दुर्मिळ झाली आहे. सातत्याने इमारती उभ्या राहात आहेत. त्यामुळे पाण्याच्या प्रवाहाचे नैसर्गिक मार्ग अवरुद्ध झाले आहेत. त्यासंदर्भात नवीन सुधारणांची गरज आहे. शिवाय वेगवेगळे विभाग व स्थानिक कंपन्यांमध्ये संवादाची गरज आहे. २००५ मध्ये टाटा डॅमच्या वाहनाने पुराचा इशारा दिला होता. एनडीआरएफ आले होते. ह्यावेळी ते झालं नाही. शिवाय खोपोलीकडे सोडलं जाणारं पाणी थांबवल्यामुळेही पुराचं पाणी जास्त जमा झालं अशी चर्चा आहे. 

त्याशिवाय समाज व व्यक्ती म्हणून प्रत्येक गावात- प्रत्येक शहरात आपत्ती व्यवस्थापन ह्याविषयावर काम करणारे गट असणं गरजेचं आहे. ह्यावर काम करणार्‍या संस्था व प्रशिक्षित व्यक्ती आज अपुर्‍या पडत आहेत. शिवाय समाज म्हणून मेहनत करणारे व मदतीला येणारे लोकसुद्धा असले पाहिजेत. ही उणीव खूप जाणवते आहे. एक प्रकार असा आहे ज्यांच्याकडे वेळच नाही. आणि मग दुसरा प्रकार असा आहे की, ज्यांच्याकडे वेळच वेळ आहे पण ते काम करू इच्छित नाहीत. ही कमतरता भरून काढली पाहिजे. पोहण्याचं कौशल्य आज आवश्यक झालं आहे. आपत्तीसाठीची तयारी आणि विद्यार्थ्यांना त्यासाठी प्रशिक्षण सगळीकडे अमलात आणलं पाहिजे. 

आपल्या माहितीत लोणावळ्यात काम करणार्‍या संस्था किंवा गट असतील तर त्यांना हे कळवू शकता. त्यांचे डिटेल्स आम्हांला कळवू शकता. कारण अद्यापही अनेक कुटुंबं मदतीच्या प्रतीक्षेत आहेत. पुढेही अनेक प्रकारे पाठपुरावा व भविष्यासाठी तयारीच्या कृती आवश्यक आहेत. तेव्हा कोणी त्या भागातले माहिती असतील तर कळवू शकता. धन्यवाद.
